We are seeking an experienced Lean Six Sigma Process Improvement Analyst - DoD Programs to support the Defense Health Agency (DHA) Facilities Enterprise. This position helps improve business operations across Military Health System facility programs, including Sustainment, Restoration, and Modernization (SRM), Military Construction (MILCON), facility operations, strategic planning, and enterprise governance

The successful candidate will lead business process improvement initiatives, workflow optimization efforts, operational assessments, performance measurement programs, and organizational change efforts that support DHA leadership and improve enterprise-wide efficiency.

Position Status: COA (contingent on award)
Work Period:
This position is full-time for the base performance period (30 September 2026 – 29 September 2027), with four option years available depending on funding. Telework eligibility applies unless specifically designated otherwise. 

What You'll Do

Business Process Analysis & Improvement
  • Analyze current business processes, workflows, and operational practices.
  • Identify process gaps, bottlenecks, inefficiencies, and performance challenges.
  • Develop and implement process improvement recommendations.
  • Support organizational change initiatives and adoption strategies.
Process Mapping & Documentation
  • Create process maps, workflow diagrams, SIPOC models, value stream maps, and operational documentation.
  • Develop visual tools supporting leadership decision-making.
  • Document future-state business processes and implementation plans.
  • Support process standardization across DHA Facilities Enterprise organizations.
Lean Six Sigma & Continuous Improvement
  • Apply Lean Six Sigma methodologies to improve operational efficiency and organizational performance.
  • Facilitate root-cause analysis and corrective action planning.
  • Lead improvement projects using data-driven decision-making techniques.
  • Support enterprise process maturity initiatives and continuous improvement programs.
Facilitation, Training & Change Management
  • Lead workshops, working groups, and stakeholder sessions.
  • Coach teams on continuous improvement principles and best practices.
  • Provide guidance for organizational process improvement techniques.
  • Develop training materials and implementation support documentation.
Performance Metrics & Analytics
  • Develop key performance indicators (KPIs) and operational metrics.
  • Conduct descriptive and inferential statistical analysis.
  • Evaluate process effectiveness and identify improvement opportunities.
  • Deliver performance reports, dashboards, and executive-level recommendations.
Enterprise Governance & Standardization
  • Develop process improvement templates, frameworks, and governance tools.
  • Support enterprise-wide consistency across multiple DHA programs.
  • Assist leadership with modernization and transformation initiatives.
Required Qualifications

Education
  • Bachelor's degree in Industrial Engineering, Systems Engineering, Industrial Engineering Technology, Operations Management, or related discipline.
Experience
  • Minimum 8 years of experience in process improvement, business transformation, operational excellence, change management, or workflow optimization.
  • Experience in complex organizations involving healthcare, facilities management, construction, engineering, production systems, or federal programs.
  • Experience leading cross-functional improvement initiatives and stakeholder engagements.
Required Certifications
  • Lean Six Sigma Certification.
  • Six Sigma Black Belt Certification.
Required Skills
  • Business process mapping and workflow analysis.
  • Statistical analysis and performance measurement.
  • Microsoft Visio expertise.
  • Microsoft Office Suite proficiency.
  • Strong facilitation, communication, presentation, and analytical skills.
  • Experience leading organizational change initiatives.
Clearance Requirements
  • Ability to obtain and maintain a Tier 1 / NACI background investigation.
