GoldenWolf is seeking a Senior Management Analyst to support the Defense Health Agency (DHA) Facilities Enterprise.

This senior-level position provides strategic planning, medical facility requirements development, healthcare facility policy support, military medical construction expertise, and enterprise-level planning guidance for DHA leadership.

The successful candidate will possess deep expertise in military healthcare facilities, facility planning, design, construction management, and DHA/DoD facility policies.

This position is not an IT, cybersecurity, software development, business intelligence, data science, or data analytics role.
Position Status: COA (contingent on award)
Work Period:
This is a full-time position for the base year and four option years, aligned with the DHA-FE enterprise support period of performance. Estimated contract performance begins 30 September 2026.

Essential Functions:

  • Serve as senior-level technical support to DHA-FE leadership on facility planning, medical construction, and strategic facility management matters.
  • Support development of DHA facility-related policies, strategic planning guidance, and requirements analyses.
  • Provide expertise in military medical facilities' strategic planning, requirements development, design coordination, and construction considerations.
  • Research and synthesize large volumes of facility program data into concise updates suitable for senior leader decision-making.
  • Assist in developing and supporting strategic initiatives, business process improvements, and enterprise-wide planning priorities.
  • Contribute to document preparation, editing, and formatting of facility-related policy and guidance documents.
  • Collaborate with DHA-FE stakeholders, SMEs, and government personnel to ensure alignment of planning and policy deliverables.
  • Other duties as assigned.
Requirements

Education:

  • A Master’s degree in engineering, architecture, healthcare administration/management, or business management with a healthcare concentration.
Required Professional Experience:

  •  15+ years of experience in military medical facilities' strategic planning, requirements planning, design, and construction.
  • On-site military medical construction management experience required.
  • 5+ years of experience writing/editing DoD, Military Department, or DHA facility-related policy documents.
Required Skills:

  • Strong communications (written & verbal), analytical, research, and problem‑solving skills.
  • Ability to synthesize large volumes of technical information into clear, concise senior-leader updates.
  • Advanced proficiency in Microsoft Word editing/formatting tools; proficiency in PowerPoint, Excel, and Adobe Acrobat.
  • Ability to develop, support, and advise strategic planning initiatives and business process improvements.

Compensation: $150,000.00 - $210,000.00 per year
