Position Summary

The ServiceNow Developer will collaborate with the National Oceanic and Atmospheric Administration (NOAA) to develop an application within the ServiceNow platform, enabling users to enter facility project requirements and information, prioritize developed projects, and create templates required for various funding avenues within the National Marine Fisheries Service (NMFS). This individual will work with NOAA NMFS to develop an application that retrieves work items needed from BUILDER SMS and preventative maintenance requirements from NMFS’ preferred Computerized Maintenance Management System (CMMS). The ServiceNow Developer will also be responsible for creating the associated training manuals and/or presentations to equip the NMFS Facilities’ staff with the knowledge to use the application developed. This individual will be the primary staff member responsible for developing this application in ServiceNow.

Essential Functions

  • Work collaboratively within the organization to support the interests and needs of our clients and to broaden the business base of GoldenWolf.
  • Sole developer of an updated facilities project management application in ServiceNow.
  • Serve as the subject matter expert for assisting and providing guidance for all aspects of the application developed in ServiceNow.
  • Support continuous CMMS and BUILDER SMS integration as needed per client request.
  • Ensure data quality between the CMMS, BUILDER, Real Property, and other databases.
  • Create training manuals for the completed application that thoroughly guide end-users through understanding and using the application.
  • Create code documentation to ensure future developers can easily make modifications and perform maintenance on the application
  • Regularly communicates with customers/clients to discuss CMMS implementation progress, review of CMMS data, and provides recommendations for improving CMMS data
  • Performs other related duties as assigned.
  • Manage ServiceNow installations for the cyber and strategic risk teams
  • Create go-to-market proof-of-concept applications on the ServiceNow platform
  • Create rational, competency-based technological designs from functional specifications
  • Create new ServiceNow procedures and workflows
  • Create unique service portal pages and widgets to aid the business organization
  • Review and walk through the code of junior team members
  • Oversee the development of the ServiceNow solution according to industry best practices to ensure system compliance
  • Create thorough and organized test plans and suites
  • Estimate, organize, plan, and prioritize testing-related tasks
  • Determine, record, and track software flaws
  • Conduct rigorous regression testing of corrected flaws
  • Take part in User Access Testing (UAT) to get feedback from the UAT Team, ITIL process owners, and clients
  • Control update sets for the code base’s transfer to test and production environments
  • Oversee ServiceNow administration, planning, and maintenance
Requirements
 
Education and Experience

  • Bachelor’s degree required.
  • Facility Management experience is desired
  • Minimum three years of ServiceNow experience required.
  • Must be eligible to pass a security background check by the Department of Commerce
  • Certification as a Certified Implementation Specialist
  • Certified Application Developer
Required Skills/Abilities

  • Excellent verbal and written communication skills.
  • The ability to analyze information, interpret results, and make recommendations
  • Must be able to demonstrate effective leadership, problem-solving, and decision-making abilities
  • Excellent interpersonal and customer service skills
  • Proficient with Microsoft Office Suite or related software

  • Analytical thinking/critical thinking skills are imperative.
  • Ability to effectively solve problems.
  • Knowledge of CMDB Implementation
  • Demonstrated expertise in at least two SNOW modules (e.g., ITSM, CSM, SecOps, etc.)
  • Expertise in web development (HTML, CSS, JavaScript)
  • Proven ability to set up ServiceNow using Business Rules, Client Scripts, sophisticated UI Policies, Flow Designer, ACLs, Script Includes, and UI Scripts to meet needs
  • Experience with JavaScript/GLIDE and HTML5
  • Expertise with REST/SOAP APIs to integrate ServiceNow with other IT systems
  • Strong communication and collaboration skills, including the ability to gather requirements from internal and external stakeholders and the ability to present complex ideas to a non-technical audience.

Compensation: $75,000.00 - $130,000.00 per year
